The Chief Digital and Information Officer group (CDIO) is HMRC’s IT function and has a complex combination of employees of two entities (both civil servants and a government company), contractors and third party suppliers.

Job description

The Deputy Director – Finance will be a senior position within HMRC’s Chief Digital and Information Officer Group (CDIO).

Sitting within the Finance team of CDIO, this is an exciting opportunity suited to someone who is highly motivated, proactive and enjoys working in a dynamic and challenging environment.

Key Responsibilities:

Shared leadership of the finance function within CDIO Finance organisation together with the Finance Director and another Deputy Finance Director, supporting the transformation of CDIO. In addition the role contributes to the wider finance profession across HMRC and wider Government
Provide strategic advice to CDIO SLT on all finance, resource, suppliers, investment and organisational performance matters within CDIO
Ensure CDIO Finance strategy is implemented including supporting the CDIO Transformation programme
Provision of timely and accurate management information and analysis
Financial management and control for an annual CDIO Rune budget of circa £800m and annual Change budget of £400m
Drive process innovation and improvement, leveraging automation to make efficiencies where possible
Ensure robust business cases are developed and maintained for all projects and programmes
Business partner and Stakeholder management in order to influence spending decisions ensuring best value for money. Collaborate with a range of stakeholders, ensuring finance is at the heart of decision making and provide high quality support and advice to budget holders and senior stakeholders through effective business partnering, building and maintaining key relationships, developing trust and rapport.
Lead, manage and develop a team of approximately 65 finance professional colleagues across multiple locations
Protect the commercial interests of HMRC in ongoing and new contractual relationships with suppliers

Specialist Knowledge and experience

Extensive experience in senior financial management posts in IT and technology

Finance Business Partnering and Management

A strong background as a Finance Business Partner with strong financial management skills and experience in providing sound, expert advice and guidance on financial matters

Effective Communication

A strong and effective communicator with excellent interpersonal skills. You will have excellent written and verbal communications skills and be confident in your ability to convey key messages.

Qualifications and Experience

Qualified Accountant either CIMA, CIPFA, ACCA, ICAEW or equivalent.
Extensive, demonstrable experience of finance business partnering.
